The Shasta Regional Transportation Agency (SRTA) board met in April and June to discuss various bills. Staff kept track of these bills and joined meetings with regional partners. As of September 24, 2026, ACR 162 became law, naming part of State Route 99 in Butte County the Congressman Doug LaMalfa Memorial Highway. The Sustainable Aviation Fuel Tax Credit was not included in the FY 2026/27 state budget. The SB1 local streets and roads program and trade corridor enhancement program (TCEP) funds, along with Caltrans’ State Highway Operations and Protection Program (SHOPP) funds, will not be reduced by this tax credit. The BUILD America 250 Act is still being reviewed in the House Appropriations Committee. No new multi-year federal transportation bill is expected by September 30, 2026. The Infrastructure Investment and Jobs Act (IIJA) extension and continuing resolution extends transportation funding programs at the same levels as Federal Fiscal Year 2026 through December 11, 2026. SB 1087, which aims to update SB375 requirements, was approved by the legislature on August 31 and is waiting for the Governor's signature. This bill includes provisions for CARB accountability, SCS cycle and review, GHG targets, SB 1 programs, and ends the Alternative Planning Strategy (APS) penalty. The board may ask for more information at a future meeting.
