Carbon Reduction Program (CRP)
The Carbon Reduction Program (CRP) is part of the Infrastructure Investment and Jobs Act (IIJA) with a $6.4 billion budget. Its goal is to reduce carbon emissions from transportation. The funds are available for five years and aim to support local initiatives that decrease transportation-related CO2 emissions. The funds are divided into two categories: 65% for local projects and 35% for state projects. Eligible applicants include cities, counties, tribal governments, transportation agencies, and non-profit organizations in the Shasta region. However, for-profit organizations cannot apply.
Projects eligible for CRP funding should align with priorities such as bicycle and pedestrian infrastructure, rail and transit initiatives, and zero-emission vehicles and infrastructure. A local match of 11.47% in non-federal funds is required. The funding priorities include various projects like public transportation, sustainable pavements, alternative fuel vehicles, and climate-friendly uses of highway space.
The program involves different agencies. The Federal Highway Administration (FHWA) handles final approval, while Caltrans reviews project eligibility. The Shasta Regional Transportation Agency (SRTA) is responsible for managing the regional funds and overseeing project selection. Applicants compete for CRP funds through a competitive process. Selected projects undergo eligibility verification and final approval from FHWA.

2023 Call for Projects
The Shasta Regional Transportation Agency (SRTA) is administering local CRP funds through a competitive process. Eligible applicants can request funds for projects that align with FHWA program guidance. Funding is available for fiscal years 2022 and 2023, with a local match requirement. Applications must be submitted by 5:00 p.m. PDT, August 25, 2023.

2024 Call for Projects
SRTA has estimated that CRP funding apportionments will total $995,265 for fiscal years (FY) 2024, 2025, and 2026. This call for projects makes the funding for these three years available to eligible applicants once the funds are released. Please note that the actual amounts may vary from these estimates and the final project funding provided will be subject to final federal allocations. A local match of 11.47% in non-federal funds is required. Applications must be submitted by 5:00 p.m. PDT, August 23, 2024.
