3 Local agencies submit applications to enhance mobility for seniors and individuals w/ disabilities

The 5310 program is a competitive grant program that provides capital and operating assistance for projects that meet the transportation needs of seniors and individuals with disabilities.  Caltrans issued a call for projects for federal fiscal years 2015, 2016 and 2017.  Approximately $20 million is available statewide for small urban and rural areas.  The application deadline was March 1, 2017.

Caltrans requires that SRTA certify, by resolution, FTA Section 5310 applications before they can be considered for funding.  SRTA reviewed the applications for eligibility and consistency with the adopted Regional Transportation Plan and Shasta Coordinated Transportation Plan.  Additionally, SRTA is required to score 5310 grant applications that request capital funding for vehicles and vehicle-related equipment.  SRTA will evaluate all capital grant applications and present recommendations to the board of directors at the April meeting.

Following are summaries of anticipated FTA Section 5310 grant applications from regional partners:

  • Golden Umbrella, a private non-profit corporation, operates Senior Mobility and Rural Transportation (SMART) Volunteer Driver Program.  They are requesting $658,260 for three years of volunteer mileage reimbursement, volunteer background checks, and third party liability insurance, supplies, advertisement and administration/personnel.
  • Shasta Senior Nutrition Program (SSNP), a private non-profit corporation under contract with SRTA as the region’s Coordinated Transit Services Agency (CTSA) transportation provider, runs the Disabled Adult & Senior Transportation Program.  They are requesting $210,000 for three gasoline powered medium sized busses that can each fit 12 ambulatory passengers and two wheelchairs.
  • Paratransit Services contracted with the Far Northern Regional Center, a private non-profit corporation, provides transportation to clients with developmental disabilities.  Paratransit Services is requesting $140,000 for two gasoline powered medium sized busses that can each fit 12 ambulatory passengers and two wheelchairs.
