Description:
The Shasta Regional Transportation Agency (SRTA) is seeking a qualified consultant to complete a North State Express Connect Business Plan for intercity express bus service that is innovative, environmentally friendly, secure, and technology-enabled.  It is envisioned that the service will have four daily round-trips on all-electric buses between Redding and Sacramento along an Interstate 5 backbone service.  Connections will also be offered from other North State regions.  To attract choice riders, passengers will be provided comfortable armchair seating, work surfaces, and free Wi-Fi service.

The objective of the business plan is to describe the details of enhanced bus transit that provides meaningful connections for rural north state citizens to key Sacramento destinations, including the Amtrak Sacramento Station, Sacramento International Airport and Downtown Sacramento.  The business plan details will be used to optimize the design of intercity service for users and to support state and federal funding for capital and operating.  The business plan details will be developed in coordination with Caltrans, California State Transportation Agency, San Joaquin Joint Powers Authority, and North State residents and stakeholders in counties along the Interstate 5 corridor and in rural counties where feeder service will be provided.

The deliverables associated with this procurement will be instrumental when pursuing future state and federal funding for capital and operating costs.
